香港红十字会为庆祝其五十周年诞辰于2004年12月11-12日举办“The Challenge of Diversity: Meeting Special Education Needs in the Era of Accountability”的国际特殊教育会议。中国大陆、香港、澳门、台湾、韩国、美国等国家或地区的代表参加了大会。华中师范大学特殊教育研究所邓猛博士作为中方代表作了题为：“Modifications and Barriers to Instructions for Students with Disabilities in the Mainstream Classrooms in China”的主题发言。
